Eshir is not as good as people think he is. He has HUGE rune requirements to be useful. 90% of the people who think eshir is very strong would probably be super disappointed if they pull one. As for the worst nat 5s, Zerath (light dragon) is surprisingly mediocre considering how good his counterparts are. The dark archangel and dark pioneer are also pretty meh, but all three of these are very rare.
