Have access to Nodrilund, Wintertusk by completing the quest Nordrilund Exposure. After you've satisfied these requirements, Dworgyn will send calling having the quest Century Egg for you to complete.

Max temp is currently tied with bugs for the highest aoe damage in the game (after barrage) , until the update comes to live that is. It doesn't make sense for ice, who is meant to have weaker hits (although they shouldn't be necessarily bad hits) to have the strongest aoe in the game at 1190 for max pips.

It's not one that I'd necessarily use very often, and I'd much prefer it on a low-cost utility spell, but it's a nice combo piece to remove a negative charm and also attack without needing to use a self-hit. The damage is what's a little problematic. Compare this spell to Scarecrow. Scarecrow does 590 to all enemies and steals half of the health.
