I'm 99% certain that something is blocking Kirac mission acquisition in white maps (at least when you reach red map tier) please take a closer look on it. As for the gained Atlas mission, these nodes would lower the chance to get a Kirac mission presumably (tho not outright block it). I haven't checked to see if Kirac got his own version of these nodes elsewhere on the tree yet. It's also possible Kirac missions ignore the regular master mission system I'm not sure.
