Luck. you need to work with the mechanics to get better items with them, find and hand in some toolkits, wait for them to restock and you should get them. Once you hand in a basic and advanced tool kit I believe is when the mechanic will restock with that kit to buy. Other than that craft it if you have found the recipe. So far I found three locations where basic tools spawns as item (not in stash). I don't know if they only spawn at begin of the game, or also later on. I'll add screenshots as soon I fix my computer. With the newest GAMMA build I rushed through a simple loner play though to unlock and try an UNISG route again. On this UNISG play through, I ended up finding Expert tools on my third green stash, first in the northern zones (Limansk). I don’t even have the advanced tools yet and I’m about 8ish hours in.2. Stashes are usually based off where u are getting them found ie. Doing quests in zaton for beard will get you more stashes at or around zaton. If ur getting red forest mostly it’s probably cause your doing a lot of missions in army warehouses or dead city/limansk 1.
