Technically, a "VoPo Luger" is a Luger that was issued to and used by the East German Volkspolizei ("VoPo"), and is identifiable as such by Volkspolizei property markings. P-08 means "Pistole, Model of 1908" which is a military designation for a 9mm pistol purchased for military use only. The commercial 7.65mm Lugers are not military pistols by virtue of their caliber.
